“Socalj” for Borderland Beat
Uprisings, Tortures, Murders, Kidnappings, Extortion. These are the crimes headlined on propaganda leaflets dropped by planes across Sinaloa. The front of the flyer calls out the Los Chapitos Faction of the Sinaloa Cartel as snitches, labeling them Cartel “Los Sapitos” and asking the public to report those they recognize.
It has all of the markings, information and contact numbers of legitimate government and law enforcement agencies. This includes local Culiacan Military Zone 9, the Mexican military including SEMAR and SEDENA as well as the official tip email for the DEA.

The leaflets were dropped from small planes the morning of September 27 in Culiacán, Los Mochis and Mazatlán.

So far two different versions of the flyers have been found, one containing a poor quality photo of “El Werito,” the other without.

The flyer lists 19 names with their pictures, starting off in usual fashion with three of the four Chapitos, sons of “El Chapo.” Ovidio, in US custody since 2023 is not listed, but his brother Joaquin Guzman Lopez is.

On Joaquin’s detention photo from his US arrest and alleged kidnapping of Ismael “El Mayo” Zambada, is written ‘Double Agent’ and nickname “El Traidor” is written below. What follows is several more cartel figures and seemingly the vast support network for Los Chapitos including politicians, influencers, money launderers and gunmen.
Oscar Noe Medina González
Panu is said to be security head for Los Chapitos following the arrest and extradition of “El Nini.” He was seen during the first Culiacanazo opening the door for Ovidio. Rumors he was killed in the recent violence in Sinaloa turned out to be false.

‘El Werito’
Guerito, or ‘El 90’ is close to Ivan, and said to have been imprisoned with him in 2008 and a possible successor as head of the organization according to Anabel Hernandez. He and his brother Jorge are said to have helped pioneer manufacturing fentanyl laced fake oxy pills. Jose is married to one of “El Chapo’s” relatives and is possibly Ovidio’s godfather.
Jorge Canobbio Inzunza
‘El Bronto’
Alongside his brother, the pair head Los Gueritos or Los Brontos faction under the sons of El Chapo. In 2011, he was arrested in the US for transporting $25,000 over the border. He was sentenced to 60 days and 3 years supervised release.
Alan Vega Mendoza

According to her social media, she works as a professional makeup artist in Mazatlán. She also creates content on YouTube showcasing various makeup techniques.
Piyi
‘El Piyi’
Lidia Vanessa Gurrola Peraza
Interestingly, her nickname given on the flyer is Snitch, meaning she either is cooperating with US authorities or gave someone up to rivals or authorities at some point. Her social media has remained active daily. Previously, the spelling of her first name has been noted as Libia.
Markitos Toys
‘El Lloron’
The YouTuber is being called a ‘crybaby’ on the flyer.
Victor Manuel Barraza Rivera
‘El Canas’
Father of ‘El 40,’ the plaza boss of Mazatlan.
Jimmy Fernandez

José Paz López Elenes

Municipal President of Badiraguato. In 2022, he was proposing to build a museum in his municipality dedicated to Joaquín “El Chapo” Guzmán and other traffickers born there.

Rubén Rocha Moya

‘El Padrino’
Current Governor of Sinaloa and member of the Morena party. Has recently been accused of participating in the death and coverup of Hector Cuen Ojeda, former head of UAS and the Sinaloa Party following the kidnapping and betrayal of “El Mayo”.

Enrique Inzunza Cázarez

Senator of the Republic and former General Secretary of Government for Rubén Rocha.

The backside of the flyers feature a list of crimes being attributed to Los Chapitos, primiarily that reflect local Sinaloa populations versus cross-border drug trafficking.
A statement below this list seeks to amplify that Los Chapitos are responsible for much of the violence, fear and threats taking place in the area. The flyer, distributed by the Mayo or MF faction of the Sinaloa Cartel, now said to be headed by Ismael “Mayito Flaco” Zambada Sicairos, cals for information and joining together with local residents to rid the area of Los Chapitos.
This message is similar to other drug cartel and self-defense group statements when looking to conquer a new territory or eliminate rivals from their area. ‘Cleaning the Streets’ of criminals and extortionists only to settle into the same roles themselves.

WE’RE FED UP:

Sinaloa, we face an unprecedented challenge, the shadows of violence and fear have invaded our homes, threatening the peace and harmony that we value so much.
A narco-governor, murderer and corrupt “Rubén Rocha Moya” has handed over our state to criminals, providing protection to those who poison our society with drugs and mercilessly extort innocent families.
We have been robbed of the tranquility we once enjoyed.
The determination of the sinaloenses is fundamental in these difficult times. It is imperative that we join our voices and forces against these scourges that have tarnished our home. The complaint is our most powerful weapon.
If you have knowledge of security houses, businesses or warehouses where these criminals operate, do not hesitate to raise your voice. Every information counts and can be the link that leads us to the recovery of our peace. Solidarity between us is essential.
Together, we can create a strong and determined front to restore harmony in our communities. The courage of every citizen can be the beginning of a change, a light that dispels the darkness that surrounds us. Sinaloa deserves a future free of fear and abuse.
Let’s report, and together let’s recover what has been stolen from us!
