Jarrín believes the best way to tackle transnational threats is a common security policy.
Ecuador’s Defense Minister Oswaldo Jarrín Wednesday submitted a proposal to lay out a joint Andean security platform together with Perú and Colombia to deal with common transnational threats.
Jarrín, a retired general, said both Colombia and Peru agreed with his idea, but warned it was only an initiative for the future.
Asked about what he meant by transnational threats, he explained that for example many of the crimes at sea are shielded by territoriality, that is, by maritime delimitation between countries.
He added that if there is better coordination among the countries, we would have a better chance at controlling criminal activity.
Jarrín recalled the proposal was first raised last October at the XIII meeting of defense ministers of the Americas in Mexico and again during a bilateral encounter with his Peruvian counterpart in Quito last month. He will raise the subject again next month when he meets his Colombian colleague at the VII Binational Cabinet meeting in the Galápagos islands.
”I am going to ask the President of the Republic (Lenin Moreno) to take this case into consideration so that it will be treated as a binational agenda item,” said Jarrín, who stressed his proposal would also need endorsement from the foreign ministry.
